    Occupation He was a lawyer. He was elected to the House of Representatives in 1779, when but a little over twenty-one. He was at that time a Captain in the Charles Town Regiment of militia and participated in the siege of Savannah, 9 OCT 1779. Hewas several times a delegate to the Continental Congress and was one of South Carolina's delegates to the convention which framed the Constitution of the United States in 1787, and submitted thereto a plan which was largely used by thecommittee that prepared the Constitution. He was a delegate to the South Carolina convention which ratified the Constitution in 1788. In 1789, he was elected governor and was reelected in JAN 1791, for the short term ending in DEC 1792,in accordance with the change made by the state constitution of 1790. He was president of the convention of 1790 which adopted a new constitution for the state. he was again elected governor in DEC 1796. In DEC 1798 he was electedUnited States Senator to succeed John Hunter, resigned, and also for the full term beginning 4 MAR 1799. In 1801, he was appointed by President Jefferson to be Minister to Spain; he retired in 1805 and was returned to the state House ofRepresentatives in 1810 and 1812, and was sent to Congress in 1818, retiring 4 MAR 1821.
